You said it's not that big a deal, just board with higher numbered BP.

There is rarely an issue saving a middle seat for a passenger who has a higher BP number. The 21 year old can board as per his BP and sit in the saved seat. Many (most/almost all) parents won't want a 3 year old to board by himself.

Consistency suggests having the parent use the higher BP. I don't want the GA to have to decide at what age to start enforcing rules. However you asked for the difference between a 21 year old and a 3 year old. There is a difference.
