I'll second the recommendation for Old Vine Cafe. It's nestled in the back of the Camp but it's really great. They have some good vegetarian options too, I had a quinoa jambalaya once that was tasty.
Darya for Persian food is great too.
If you're looking for a place that's all view with so-so food, Las Brisas down in Laguna Beach (probably a 25-30 minute drive from Costa Mesa) is very popular, especially at sunset.
