seat recline etiquette ques.

I was in bc on 201 jfk-lax (at 6:25 am this past fri. 3/12), a 762. The pax in the seat in front of me, reclined his seat to the max and protuded into a large portion of "my space"--making eating breakfast and/or using the in-flight ent. system difficult; when I tried using the (supplied) water bottle left in the seat pocket in the back of his seat, he seemed to be annoyed that I disturbed him. Is there any "polite" way of handling this?
[On the European flights, the bc seats (in general) are the new "pods" totally self contained.^]
