You say you live in the Midwest, no? Contact the Chicago Tribune and see if you can get a reporter to help. Also consider calling the NYPD, providing them the address of the thief, and asking them to pay the jerk a visit. The address likely is not his, but it won't hurt to try.

If that happened to me, I'd be on the next Acela to NYC with my sidearm.
