Yes, the 1st year surgery resident can take out your appendix, or the junior neurosurgery resident can take out your brain tumor. However, while that resident is doing this procedure, there a senior surgeon watching every single move he/she makes, directs every aspect of the procedure, and ensures that there is excellent care of the patient.
The difference in these regional jets is that you do not have a senior captain with much more experience guiding the junior pilot through the flight.
On the other hand, if your inexperienced pilot crashes, he/she dies along with you.
