SFO is a major business destination and furthermore flyers from the east coast tend to rack up lots of miles and thus gain higher status faster if they fly often to the west coast. So there are fewer seats and more competition for upgrades. That said, in three years of flying JFK-SFO as a Plat, I have only been denied an upgrade once... and it was this month, SFO-JFK.
