I found a way to get RCC access thanks to my Centurion card. If you register your CO membership to a foreign location, it seems you automatically get a PC card. Thanks to the recent changes at CO, PC members get RCC access! Maybe works at other Star carriers too. But domestic RCC's are the only ones I am interested in.

I should have put USA Centurion in the title, but I think most of us get that.
