I am sure it has something to do with fear of Arab culture, but it may be more than that.
When the OP says "woman", it probably serves as code for a variety of things, such as "not self-reliant outside the house", "does not speak English well", "meek and helpless, needs assistance", etc. The OP may be surprised to see that this code is not understood or appreciated by everyone.
