Sorry, our dates are actually April 10-14 in Tokyo. It looks like there is an Expedia coupon for $10/night off, so the Chisun Hamatsucho would be down to $84 a night which seems like a good deal. I don't know that neighborhood, but it seems central enough. The Sunshine City Prince Hotel is also a pretty good price, in Ikebukuro. I stayed in that neighborhood in October and liked it.
For Osaka there's another Chisun that seems like very good value, Chisun Hotel Shinsaibashi.
The immediate neighbourhood of Hamamatsucho isn't exactly great, but it is very close to some interesting night life and it is an extremely convenient location. I'd stay here rather than Ikebukuro in a heartbeat, so would my husband. But there
is a case to be made for Ikebukuro which I won't poo-poo. However, if you've stayed there already, that's another good reason to choose Hamamatsucho (my experience of staying in this vicinity has been at the Tokyo Bay Intercontinental)
I've actually stayed at the Shinsaibashi Chisun and thought it was terrific value for the 7,000yen or so I payed for a semi-double room (for two). I really enjoyed staying in the area too. Only down side I remember was a lack of laundry facilities near the hotel. Little English was spoken but staff were kind and professional, it really wasn't a problem.
And if you're getting a twin room here, that's more than worth the extra 1,000yen or so each it costs to stay here than the Hotel Raizan Kitakan - about the cheapest budget option I'm aware of in Osaka.
