Is the OP suggesting that they were traveling with someone? The question about FAA regulations has been answered. I just don't understand why the OP declines an op-up, and then is surprised that he is told he can't use the lavs in F. He ended up using them anyway, so what's the problem? Maybe the thread title should be "Upset at Delta because they let me use the F cabin bathroom". I think the title "Delta Insults Humanity Again" is very misleading and inflammatory.
