There are two lines to consider in regards to extended wait time - passport control took about 15 minutes, with two people staffing that checkpoint. Then at the gate itself is the security checkpoint, which took about 10 minutes with few people in line. This was back in February on a Sunday on a very light load to IAD, and they thoroughly checked all of my carry-on items. The problem is that standing in the passport control line, is that one does not know how long it will take, and the immigration officers just take their time with no care to move the line along in an efficient manner.
there's no elite line for either of these checkpoints, correct? going through cdg to iad next week and trying to figure out how early to leave the rcc (which is before passport control, right?)
