Again, this is the UK and it is perfectly acceptable under UK legislation. You are paying for the taxes and fuel surcharges which are separate things. You are also buying a ticked from a British based airline, with the payment processed via the UK, so covered by UK rules.
I agree that the charges are too high, but what AMEX says is irrelevant in this case. Pay up, or take your business elsewhere basically.
