1) you go through customs in MEL,
2) As far as i know you need to be at Tiger check in 1 hour before scheduled dept time. Even if the cut off was 10.10, it is very very unlikely for you to make it out that early.
After landing you must clear immigration, then wait for your bags, then clear customs. Most times your bags are scanned even if you don't declare anything!
If i were you id pay the extra $10 and fly with Virgin, heard too many people complain about their horrible experiences with Tiger.
