I would really be surprised to see a liquor shop takeoff in the departure hall! If it was Duty Free, that would be different. In some countries like Australia, you can buy Duty free before Customs and Immigration, but not after.
It might be geared toward visitors who want to load up before getting to their hotel rooms since hotels have high prices for in-room liqueur.
