Can someone explain to me how this even happens?

I mean, how is it that if they have an operational club that you could be denied access as a Diamond? I thought that even if you aren't on a "club floor", you'd get club access and therefore this situation of being denied access would be exceptionally rare (e.g. club under renovation).
