My experience with luggage covers in the US is that if the TSA (or someone out to steal) takes them off to do an inspection, you never see them again. They aren't going to take the time and effort to put them back on.

The sad truth is that luggage is now a throw away product for most of us. Till mentioned figuring out the cost per use and living with your decision on how much to spend. That's what I do now.
