Looks to me like they draw upon the list of known elites on the flight, and not necessarily those who have finished OLCI.
You're looking at the left-hand side, which indicates something different - the status of the FC cabin, and which elites have already been upgraded (Plats and Golds at T-5 and T-3 days respectively). It has no bearing on if they have checked in or not.
The right hand side would list those who have already checked in. The only time where there are PAX ahead of you, even at 23.5 hours beforehand is if they are on connecting flights.
