In Amsterdam, for example, people have been regularly getting cheap bids on 4* hotels on Priceline. So look at www.betterbidding.com to get some more ideas. I think with Priceline and other services, a total average, with all fees included, of about $100-120/night for the entire stay at 4* hotels (so some cities more expensive than others) is possible.
