While the T-4 extension is in the works, it is still much further off than any of us can imagine. With the exception of summer peak periods there is still plenty of capacity to be had in the Terminal. IAT is not going to break ground until revenue starts to pick up. Things are very tight there these days.
Considering that the plan right now is to essentially shut T3 down (16 gates, 10 of which are widebody capable) and move that capacity all into T4B, that will easily fill up an expanded (by 6 gates) T4B. Those displaced carriers (Virgin Atlantic, etc.) will have to move to T4A, which at 6 gates is full at peak times of the day (namely evenings) - the expansion would be necessary there. At the end of the day, expanding 4A/B each by 6 gates as proposed would basically offset the loss of capacity at T3.
