It is certainly not a winter month (this would be a winter month) but the conditions must be winterly, too (which is not typical for a winter month in most parts of my country)
For the sake of clarification, the term is actually "wintry".
My understanding of wintry conditions is that it could be as simple as temperature as summer tires lose most of their adhesion in temperatures lower than 7°C. Add slush, snow, ice, and any combination would be wintry conditions.
