In my experience, this means WILL. This is the reverse of the dynamic currency conversion scam.

Even though your rate is quoted in USD and they have the ability to bill you in USD (as evidenced by the dynamic currency conversion scam), they choose to use an artificially bad exchange rate to bill you in local currency.

Note that you will also to have pay your credit card company 1-3% of transaction to convert it back to dollars. (Unless you use a card like the Charles Schwab Invest First VISA.)
