The scheme, which is on Bishopsgate opposite Liverpool Street station, follows the construction of the offices at the adjacent Heron Tower. The master plan for the overall site has been developed during the past 15 years.

The Heron Plaza, which will comprise 190 hotel guest rooms, will be the first purpose-built luxury hotel constructed in central London for 30 years.

The cost of the project will be in excess of £500m. The Heron Tower has been funded by a consortium of investors, including Middle Eastern backers in Saudi Arabia and Oman, but Mr Ronson said that the financing of the new scheme was still to be decided.

Heron has the support of a number of wealthy US investors such as Larry Ellison, the Oracle chief, Michael Milken and Steve Wynn
