I think there are certain factors affecting so your friend can keep the booking.

1. MPC / OW Status (if he is GO+ then he can do seat guarantee anyway)
2. TA having good relation with CX
3. Company having an account with CX

and many more factors. Though I think generally TA do has a longer ticketing deadline
