PMUs -- one per segment or entire trip?

I was under the impression that PMUs were valid for each segment on a journey and not for the entire one way journey itself. So imagine my surprise when I was prepared to dole out 3 for my trip next month to the East coast and I was told I'd only need two -- one for the departure and one for the return, even though there is a layover/plane change in each direction.

I'm flying SJC-MSP-DCA and then DCA-ATL-SJC on the return. With 3 out of 4 of these flights being on the longer side (didn't care to upgrade DCA-ATL for the 2hr flight), I didn't want to chance it with the regular Medallion upgrades and I figured I'd burn 3 of my PMUs since it's unlikely I'll have many other chances to use them. When I called into SMS last night the rep told me I'd only need 2.

I didn't question her but I'm still not sure if that's the correct policy. My itin on DL.com shows upgraded into First/G in all segments exceptthe DCA-ATL (no upgrade space released yet but I'm waitlisted) Can anybody else chime in on this?
