Good news to report. They located my friend's bag at the airport and we picked it up, and we returned the woman's bag to the airport and they are delivering it to her. I gotta give credit to UA on this one. It was not their responsibility but they came through. I doubt I will encounter such a bizarre situation again. Thank you for all the advice and ideas.
