I think (from other FT posts) that every hotel MUST make 5% of its rooms available for rewards as a condition of being in the PC family, and it gets paid for those nights under a pre-set formula. Giving up 5% of rooms (max, obviously most are never booked at most hotels) for a very low rate is simply a 'cost of business' for a PC franchisee.
