If you want a discount taxi to the airport, then you call for one (ask hotel concierge or any local resident for a number). The ones you wave down the street or that waiting at a taxi line won't give you discount, in general.

Exception is say you hop on a cab and ask to go the Airport Express station. The cab driver may offer you a deal to take you to the airport directly.
