How would you even know that the F cabin is fully available? F on the 747 has 16 seats, and ExpertFlyer only shows max 9 available in each fare bucket. An open seat map doesn't necessarily mean no tickets sold.
it is fairly save to say though that if no F seat is occupied and its F9, there is little or no tickets sold in F, at least thats my experience...
