Yes that is the problem.
Basically too many BAEC miles(especially with all the U.S. bonuses) chasing very few CW seats out of YYZ. YYZ is just being totally marginalized by BA. I would imagine with so much of the India/SE Asia-Toronto market being grabbed by Emirates, Etihad,AI and Jet now BA just doesn't need the capacity( upwards of 3 747 daily at one time) to Toronto as they had in the past anymore.
