Yes, and yes. The "equalization" is required over quarterly and annual periods, not necessarily in a single day.

Ironically, the City of Tempe found its own hands tied by the Agreement when the required flight track footprint caused development problems with new condos and office buildings (and football stadia) along the Town River-Lake .
