Problem solved.
(as per Amex regulations, you do have to keep 1,000 as a limit on the costco card, as with any amex card - but transfer over the rest of your limit)
That would be too logical of a solution.
When brought up (by them) and looked into, their new policy is that credit limits can no longer be transferred from one card to another.
