Maybe... but if it is a deliberate policy, are they not sending the message to their customers that trickery, fraud or theft are OK as long as you are not caught?

It seems to me that, if a CEO were to condone or turn a blind eye to a deliberate policy by his/her company of deliberate systematic ignorance of legal obligations, such a CEO would lower his/her ethical standards to that of a common variety Fleury-Mérogis thief.

Perhaps I am naive or have hopelessly high expectations but I do expect a modicum of ethical standards from a reputable business and compliance with legal obligations is certainly part of the absolute minimum I would expect.
