Have you checked out Delta's policy on checked sporting goods & Excess Baggage?

Dive bags containing scuba equipment, other than an empty dive tank, are accepted as checked baggage. Empty dive tanks will always be subject to a fee of 150 USD/CAD/EUR* for travel between U.S./Canada, U.S. Virgin Islands, and Puerto Rico, and Asia; or within Asia and Europe.
I highly doubt Delta would reimburse you the full $1000 if they did lose your scuba equipment though.

Lost Baggage

If your bag is lost in transit, we apologize for the inconvenience and ask that you download a copy of the Passenger Property Loss Claim form and fill it out. After completing the form, please fax or mail it back to us. You can also track your missing baggage with our Check Baggage Status form. Remember to write down your file reference number and keep it for your records. You will need it to complete the Check Baggage Status form and to check back for information about your bag status.
