Wind-wise, an over-water approach at LAX is indeed most feasible after midnight because the winds are typically much lighter by then (compared to earlier in the day, when he wind is almost always blowing on-shore).
Not sure, but I don't think very many flights are actually scheduled to land during those hours! The two I remember being on were severely delayed, so it's definitely the exception rather than the rule.
Now, the one thing I've never seen is a takeoff to the east...that would be very strange at LAX!
