I'll be contrarian. If you're flight arrives at 11:10, if you wait for luggage you might be out by 11:45 or midnight? You have to wait for the Airtrain and then wait for the subway which does not run that often after midnight so you might have to wait a while. Is that what you really want to do that late? I'd take the taxi.
