This happens in some instances where the restaurant even though it is located in a SPG property is not afficated to the hotel and you will not get points whether you are successful in getting the charge added to your room or attempt to get points by the accepted SPG property/restaurant/no stay procedure.
Considering the independent ownership/nature of the Mr Chow resturants I am not at all surprised no SPG points were awarded.
