I think it depends on the agent. I was once told by an Avis agent that I wasn't allowed a mini-van because I was under 25 (not that I wanted one) yet the following week at the same location was given one.

I have been given a brand new camaro (not sure if its considered an exotic) without any hassle from the agent.
