Unless you have a corporate code that waives the underage fee with another company, I recommend Hertz's Underage Coupon. I know there are some National/Alamo, Enterprise, Dollar/Thrifty, and Hertz corporate codes that do that, but Avis/Budget generally does not want the underage business.
