This is just silly. You won't have time to see any of what makes Kyoto great.
If you will have 19 days in Japan, at least 10-12 of those should be spent outside of Tokyo. I'd suggest purchasing the 14-day Japan Rail Pass and activating it for the LAST 14 days of your stay. Use the Narita Express + Suica deal or some other local passes for the first several days in Tokyo (or the last several days if you want to reverse this and see Tokyo at the end of your stay.) Relocate using the JR Pass to Osaka or Kyoto and do your day trips to Nara, Kobe, Hiroshima and such from there. Give yourself at least 3 days for Kyoto and a full day each for Nara, Hiroshima, Kobe and perhaps Okayama and Kurashiki. With that much time, you should also consider relocating for a few days to Fukuoka or Nagasaki and see a bit of Kyushu.
In addition to Tokyo itself, which is worth several days, day trips from Tokyo might include Hakone, Kamakura, Nikko and points further afield.
You will not find a kimono for $30.00. You might find a yukata in that range.
