Hilton Honors VIP Retention and Surpass Card question

I apologize in advance if this question has already been asked and answered but, not having found an answer to my question, I will ask it here.

Per Hilton Hhonors website:

Maintaining Your VIP Tier
Once the Member has reached a certain VIP tier, the Member may keep such status for the calendar year in which the VIP tier was earned and the subsequent calendar year.


Per Amex Surpass site:

If in any calendar year of Cardmembership your total Eligible Spending total $40,000 or more, you will be upgraded to HHonors Diamond VIP tier status for a minimum of one year.

I called Hhonors today and was told that I will continue to be Diamond until the end of March, 2012. When I called Amex, I was told that I had to qualify each year by spending a minimum of $40,000.

I have two questions:
  1. Which is it; continued Diamond level until end of March 2012 or Diamond level will end unless I spend $40,000 in 2010 (I qualified in 2009)?
  2. If I will remain Diamond until the end of March 2012, is there any point to my charging $40,000 to the Surpass card in 2011 rather than using some other affinity card?
