I believe that UA flights from DCA arrive at terminal B. AA probably terminal C. So if you like to walk through the tunnel, take AA. If a shorter distance to the great outdoors is your preference, then UA.

(above information based on my extremely fuzzy memory from when I lived in Chicago!)
