Yes, HA will welcome you. But unless something has changed, their Membership software only recognizes US addresses (Zip Codes). Hopefully you have a contact with a US address, that you can use as a mail drop. HA just needs a US address in order to mail your Welcome Letter and Membership Card. After this, everything gets done online. Just sign up with your name but at your contact's US mailing address.
