Is is M lowest fare class for miles UG?
Yes. But there also needs to be Z inventory available in order for you to be able to UG a Y/B/M fare with miles on a DL-operated flight. Since Z inventory isn't visible on delta.com, you'll have to either call SMS and ask (armed with a few flights you're interested in), or use a pay service (e.g., ExpertFlyer, KVS, etc.) to see if seats are available. If you can score it, it should be 25K miles each way.

There are many posts that give you more details regarding the latter option that can be found with a search. Good luck!

I forgot to include this link with some useful info: https://www.delta.com/skymiles/use_m...eage/index.jsp
