Cabin luggage limits are for the benefit of all passengers. I was on a KA A320 aircraft (packed to the max on a Monday morning), had a seat in row 22, only to find myself storing my average size bag in the overhead locker above row 39!
It is surprising how some people can bring on 3 bags/cases + handbags.
Who is actually responsible to enforce those "rules"? (Are they actually rules? Or guidelines?)
I think agents are tired of arguing with passengers, so they take a lay-back attitude of carry-on bags, even thought the rule clearly says one per person (females are allowed additional handbag.)
As mentioned many times, the cabin situation is a joke now.
