I've been following things pretty closely. If it was me,
(1) To visit friends in Santiago but not really be a tourist, a month, without travel outside of the city.
(2) To visit Santiago as a tourist, next spring (October). I'd probably wait until then (as a tourist) to go out to Viņa, too, but I wouldn't cancel a cruise for this summer that is arriving/departing anytime next week or later (in the unlikely event someone dragged my living body onto one).
(3) To visit Puerto Montt and south, or La Serena and north, as soon as airport operations are somewhat normalized and fuel and other supply lines are normalized, probably within weeks.
