My experience with several countries (Incluuding China and India) is that they perfectily understand what the visitors do. Unless you have long term business, they are not going to "enforce" the business visa criterian and a visitor/tourist visa is OK. This means that you won't engage in a multi-million dollar deal that would be all over the news paper the next day!
I recently was in China on a visitor visa although my purpose was business. The visa mediator and the busines host encouraged me to get a visitor visa.
