The Sheraton is located in Chubei which the HSR station is at. I don't see why they wouldn't provide a complimentary shuttle service to and from the HSR station.
The Hsinchu HSR station is actually one that makes a little bit of sense on that island compared with the other ones (The worst might be Tainan, an hr to get to downtown Tainan from the stn, what a joke), but I digress...
