Let's be fair ... it has happened, albeit rarely. The ban on lighters is gone. The total ban on liquids was reduced to 100ml-1-1. The ban on ice is gone --- well, at least if you're Britney Spears. The DC Potty rule is gone (was that TSA or FAA?) Heck, even the knee-jerk "don't move during the last hour of flight into the US" rule is gone.

Granted, far more rules are added than get removed, so the point you're making is mostly true. Still, one should be fair.
