I have seem it in TPE too. The guy (a SL because he was in J line and I saw his SL card), was arguing with the agent, loudly, about NOT wanting to pay, finally they settled for $1000 TWD.
I'm really surprised. SYD used to have pretty rude check in staff (its a lot better now), though I regularly am 10 kg over without penalty (touch wood).
