What is the "Delta Protocol Office" at DCA?

The other day, I sadly had a lot of time to kill at DCA. I went up to the SkyClub and noticed that across from the SkyClub was another room, with the exact same style of entry door. The only difference was that, instead of "SkyCub" branding, the sign read "Delta Protocol Office". It was dark inside (frosted glass, so I could see no lights were on) and the door was locked, so I couldn't just "accidentally" wander in and ask what it was about. Anyone know?

By the way, I was very impressed with the counter agents and gate agents at DCA (they were all very nice and professional, although a bit harried, which was understandable), but I was incredibly disappointed in the SkyClub agents (which is a first for me!) They honestly seemed completely baffled by the computer systems when processing a very simple request, I had troubles understanding them, and they seemed unnecessarily brusque, not only with me, but with some of the other folks in the lounge.
